You may have heard that IGN is shutting down GameSpy....

Also some company called Glu Mobile bought the GameSpy master-server game listing services and had been pulling the plug on them without warning, killing multiplayer gaming for many older games like Halo, which were exclusively tied to the Gamespy master servers...

Never heard that UT2k4 made use of GameSpy. However, UT3 requires the player to login with a GameSpy account for multiplayer games, so it got probably hit much harder. That was one of the features that killed it for me anyway: even when I actually wanted to play a quick round of it, I had forgotten my login details and would have had to recover them first to play it.

ya, any game that made me login to a 3rd party site to play pretty much made it trash bin material for me.

UT and UT200x use Gamespy technology only in ways that shouldn't be affected by the shutdown. The external server query protocol is based on Gamespy, but it's not depending on external servers. The UT master server is under Epic Games control and the Gamespy servers the game tries to advertise itself to aren't used by the in-game server browser.

However, any external server browser tools might stop working when the Gamespy master servers are taken down. I don't know if any UT-specific replacements are available that query the UT master server instead. UT3, however, really connects to an IP under IGN control for login.
